President Donald Trump's former deputy national security adviser Charles Kupperman defied a congressional subpoena Monday, failing to appear for a closed-door deposition before House impeachment investigators and throwing a new hurdle into Democrats' plans to quickly gather evidence in their inquiry.
But Democrats said that attempts by Kupperman and others not to comply with subpoenas will not delay their impeachment investigation, regardless of whether they decide to go to court to try to enforce the subpoenas. "We are not willing to allow the White House to engage us in a lengthy game of rope-a-dope in the courts," House Intelligence Chairman Adam Schiff said Monday after Kupperman did not appear.

Those are not congressional subpoenas. The most you can say about it, is that it is a “demand letter”. Subpoena - I think not.
The HOUSE (collectively) Constitutionally has the power of impeachment. NOT the Speaker. NOT a backbencher like Schiffty. Not a Committee. The. House:

5: The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.
Article II Section 4:
The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.
There is no impeachment Inquiry. There has been no involvement of the entire Hose of Representatives in this alleged Impeachment inquiry. According to the Constitution, the duty of finding articles of impeachment or not is the duty of the entire House of Representatives, not just a part of it.
There is no reason to believe that the due process-less Kangaroo Court initiated by Pelosi and Schiff has any jurisdiction to put up fly traps , let alone command witness appearance.
In keeping with the kangaroo court approach, The Hopping King, Adam Schiff declared on TV today that Articles of Impeachment would be drafted, a forgone conclusion without due process, and also King Schiff declared that anyone resorting to the courts to question the jurisdiction of King Adam Schiff’s tribunal would be automatically held in Congressional Contempt for the Obstruction of Congress.

It wasn’t a subpoena because the full House hasn’t voted to proceed with impeachment inquiries. So far it’s just a witch hunt by the Rats desperately looking for anything.

I think those who have been foolish enough, cowardly enough, or Trump-hating enough to “testify” are going to regret it if this ever does become a legal hearing, in accordance with prior Congressional practice and the Constitution. They’ve either perjured themselves - for which there are no penalties in Schiff’s star chamber - or given future legitimate proceedings a hook to hang them on.

Two Big Lies here. First, the House has not voted to initiate impeachment. So no matter what Pelosi and her lickspittles say there is neither "impeachment inquiry" nor "impeachment investigators". Second, because the House has not approved impeachment proceedings, there is no subpoena authority. All these committees can do is request appearances. Those requested to appear are free to ignore those requests.

Well he filed suit on Friday, so he is waiting for the court to decide the issue as to whether he has to testify. So we don’t know if he truly is a good guy or not at this point. However, that being said I guess if he were a bad guy he would have ignored the White House claim that they are immune from testifying. (Executive privilege).
