Not really. But if you've just come back from live-fire training, and people don't do their jobs and empty out the ammo feeds, then don't properly stow everything, you can get a situation where a single finger or foot in the wrong place can fire some rounds. It's just like a car - it takes several steps to start driving. But if the last driver left the keys in and engine running with no e-brake, then all it takes is moving the shifter to get the car rolling.
As to his story on the railhead, that is surprising. For Guard at least, anything going on rail or line-haul is completely stripped of sensitive items, and definitely wouldn't have ammo in it, much less loaded.

Ah...it was on purpose. Supposedly an argument between TC’s over the ownership of a 15/16 socket.
