The U.S. needs to develop a weapon system that ( if we have not already) is space-based and individual human targetable. Some sort of particle beam or high-intensity laser. Something that will simply put a small hole in the top of the head of the target and fry their brain.

Maybe it could also pop a whole houseful of popcorn...
