They just can’t let Trump get subpoena power on this matter...it will all come crashing down on them. It’s not just Biden that abused his position. Most of them do.

She realizes delaying the vote is the same as saying “there MUST/SHOULD be a vote”. In other words, it’s not optional.
If they try to send it to the Senate, Justice Roberts should just excoriate Nancy for no due process, etc. and tell them to start over again.

Actually House rules do require a vote.
House rules require a resolution for an independent investigation, impeachment or otherwise (impeachment itself is never mentioned in the House Rules so it falls to the regular rules on investigations). That resolution has to first pass out of the Committee on Rules. Then there is A FULL HOUSE VOTE on acceptance of the resolution. No investigation can begin until this vote is taken. This is all required under the House Rules. Once approved, the investigation goes to the Judiciary Committee, not Intelligence. So even the assignment to Schiff violates House Rules. Most importantly, the House Rules do not convey upon the Speaker the authority to unilaterally start anything. She simply does not have the right under House Rules to do decree an “impeachment inquiry” by executive fiat.
Why ask the question? From the beginning she didn’t have the votes. If it is voted down, the narrative ends, behind closed doors, it continues to survive like a fungus in the dark.
Because they would vote for it and lose their seats next election.

Calling a vote would create an fair and balanced process, which is the last thing the Democrats want.
They know this probably won’t result in the removal of Trump from office, they’re just throwing shit at him hoping enough sticks to diminish his chance of re-election. Just like monkeys at the zoo who know nothing bad will happen to them if they manage to score a bulls-eye.
Of course Pelosi is also the one with the finger on the pulse of at-risk democrat House districts and knows what the real vote numbers would be. She doesn’t have the votes, and a failed impeachment vote would make it difficult to continue with this fake extra-constitutional approach.
She said no vote is required so she is not calling for one. To do so would be to force RAT house members to take a stand for or against impeachment which would hurt their re-election chances.
Most of their idiot constituency likely think the impeachment is happening even now. The very last thing Pelosi wants to happen is for Republicans to have subpoena power in an impeachment, which they would have if a vote were to happen.
They will lose the vote and have to end the process.

The matter is then referred to the whole House which debates the matter and votes on the Articles of Impeachment, which may or may not be changed. If the Articles of Impeachment are approved, the matter is sent to the Senate for trial.

Yet, there are many millions more who are clueless and it’s those people the Democrats are counting on to continue believing the lie that President Trump committed impeachable offenses. This is their game plan. The RATS are stalling for time. Events such as an economic slowdown, a conflict in the Middle East, a major domestic disturbance, and voter fatigue against Trump are all things they’re hoping for. This is a political Hail Mary. They’re not running on their own policies. As always if things go bad for America it’s good for the Democrats and vice versa.
