They might have been in the process of raising it. Doing so is quite the balancing act.
My guess is it's definitely a crane failure.

One of the many jobs I had in my misspent youth was laborer at construction sites. Some of the sites were union, some weren’t. The union workers were often rude and arrogant. But let me tell you something. To a man they were all competent and skilled craftsmen. They knew what they were doing.
On nonunion sites, you had “carpenters” who two days earlier were working at a dollar store.
