It isn't a law, it's an executive order. What any president orders, the next can order against, even if no judge found fault with it. When Republicans controlled both houses of Congress in 2016 and 2017 would have been a great time to pass legislation like this...but Paul Ryan and Mitch McConnell didn't.

On appeal the Trump administration usually comes out on top because they are actually following the law, something which hasn’t been the case for 30 years through the previous FOUR administrations, 2 of each party.

Executive Order and I don’t think a federal judge can even intervene. Then again, these same federal judges didn’t intervene on Obama executive orders but they intervene on almost everything President Trump does for this country.
