Well theoretically they can, by voting the cabinet member in contempt of Congress. But that would require the DOJ in the form of the DC District Attorney to arrest them and I doubt Barr would do that. Second choice is to vote to hold the cabinet member in civil contempt and sue. The courts could rule that the Cabinet member must appear, and if they refuse then they’re in contempt of court and courts have shown no lack of willingness to jail people for that. Finally they could order the sergeant-at-arms to arrest the Cabinet member and he could order the capitol police to do that but the legality of that is a bit murky.
