Uh , Liz, the members of the Intelligence Community are under a different section of the law and due to the classified nature of intelligence work are not permitted to use the OSC Whistleblower Office. They must go through the Intelligence Community Whistleblower law which requires they make their complaint to the Intelligence Community Inspector General’s Office. . . using the regulations and forms provided. If they want to take it further, after not getting satisfaction, their recourse is to go to the House or Senate Intelligence Oversight Committees, either approaching a member or professional staff person. This is statutory. . . but they must first go through proper channels due to the sensitive nature of their work.
