What does the text of the law in question provide [5 U.S.C. § 2302(a)(2)(C).]? Sect (C) seems to exempt CIA agents from the whistleblower law. I don’t know as I’d go so far to protect the swamp rats at State but he no doubt believes at least some of them work FOR US!
