A patchwork of state laws will not improve safety, privacy and speed of the Internet. The regulation should be at the federal level and only after the agency consults knowledgable IT specialists in industry and providers as to needs and will the proposed regulation be effective. State legislators and most congresscritters know as much about Internet protocols and engineering IT codes as a 3 month-old human baby.

The Internet is, by its very nature, interstate commerce. How can this group of judges think that such a thing can be capable of being broken up into state-by-state regulatory fiefdoms? It really is not possible. Do they really think it possible for Illinois and New York to have different bandwidth regulations than Kansas and Oklahoma for various customers of a nationwide ISP? How about if those customers are connecting to that ISP through a mobile device in another state, or using a VPN located in another state than where they reside? Please tell me how they are going to regulate that? How about if the customer has his business located in one state but his cloud storage in another, while his processing is done in yet a third state? Entirely possible in this day of remote connections.
