Wasnt there already a lawsuit that California brought during Ws administration that said they could have more restrictive emissions than the EPA demanded?
Could this by chance be a States Right issue?
I dont think so because of the nation wide impact of allowing CA to have their own emissions standards due to the size of their market

If this action slows down, or stops, the insane car company rush to produce all-electric vehicles, stockholders of those car companies will owe President Trump for saving their investments.
The push to EV’s is doomed to fail. They depend too much on subsidies, and the infrastructure will never be in place to support an all-EV transportation system, or at least for decades.
Maybe someday when most electric power comes from nuclear, but not before that. It sure as hell isn’t going to come from wind and solar in sufficient amounts, ever.

States forming a compact to restrict development of resources, to manipulate other states energy policy by threat of court challenges, lawsuits over emissions which quite often originate out of country (ozone from Asia); but, are carried by the wind across a state’s border ... address these issues also.
Actually, you’re seeing it wrong. The federal government has no constitutional power to regulate vehicle emissions. And those powers not specifically granted to the federal government belong to the states, or to the people

Emissions are part of commerce, All equipment involved in emissions are part of commerce.
The Constitution’s Commerce Clause requires uniformity among the states in regards to commerce. The federal government is empowered by the Constitution to oversee this uniformity. This means the federal government sets the codes according to federal law for industrial equipment involved in emissions.
California tried to usurp commerce powers from the federal government without going through the constitutional process.
I don’t even think California will seek to challenge federal power in this as it is plain.
California’s only role, and that of all states, is one of advisory and advocacy. It they can make a case for their emissions codes, they must propose them to Congress which will take it from there. Any successful changes to successful emissions regulations will become the law of the land for all states.
So if a state like Mass or Cali set standards impossible to meet thereby resulting in zero allowed products you can honestly say you didn’t expect that type legislation to impose a Green Deal on their own. Of course I am playing devil’s advocate here but you now realize what the stakes are.
