A Clintonesque answer. "Functional" just means Biden remains able to move around and speak. It does NOT mean he is able to function as a senior executive.

Also, did the statement come directly from the doctor? Or from Biden's campaign office saying what the doctor said?

If the Biden camp said he's fine, under HIPPA rules would the doctor even be allowed to say "That's not what I said".
