The number of HC parking spots is dictated by the total number of parking spots in the whole lot.
State law in most states, and Federally mandated by the ADA laws.
Just thought you might want to know the reason, of course why they put them in front of a GYM is beyond me.
Also one thing he should know; to a cop “live parking” is the same as parking.
The ticked goes out the door at a usual minimum of about 350.00, then they add all the court and processing fees, kicks it up to about 475.00

Yes he would definitely get the ticket, and they are not cheap.
The cop WILL give you the ticket, they are expensive.
Well, since I only do it every few years, and I live in a small town where none of these are really enforced, I’m good. :)
If a cop DID give me a ticket somewhere in the “big city”, I’d fight it. Stopped and parked are two different things. And trying to write a ticket to a guy waiting for his wife to come out of a store and there are plenty of empty handicapped spaces is a chickenchit move. It’s the type of thing they would do in Chicago: Nail you with the letter of the law just to “show you who’s boss” or get money. My son, BTW, was slowing down to pick up my wife at O’hare airport a few years ago, but saw the cop and didn’t stop. She actually ran alongside his car and tried to hand him a ticket. He didn’t even come to a complete stop.
It’s all really just a game. Sometimes you land on Boardwalk, and sometimes you get around the board free. But it’s all just a game.
