I believe that's called criminal facilitation,
and conspiracy to commit a crime.
When aiding in the commission of a crime, it is also misuse of public office, and violation of the public trust.
Yet again, another case of "overreach" whereby the ends are used to justify the means.
On a side note :
Mexican authorities allow both legals and illegal Mexican immigrants in the United States to vote in Mexican elections.
Perhaps someone should investigate to see if Escobar votes in Mexican elections also(dual loyalties).
