They may have a legit reason for doing this but it looks bad, very bad. They should have held the guy for police car pickup. Officers will likely get disciplined, maybe fired. Can’t argue against this as they and management displayed incredibly bad judgment.

How they do it in Japan and Korea, they commonly pull arrestees/criminals around on a rope, even though they also have handcuffs on. One of the traditional weapons of police in Japan traditionally is a white rope they carry.
To shame them in public. It’s traditional.
What do people want? Hog tie him and sling him across the saddle?
Why must stupid cops keep providing fodder for the reputation they receive?
It’s like the story Solzhenitsyn told about a peasant in the Soviet Union who was ordered to go to an adjacent village and bring back a bust of Stalin that the officials had ordered. When the peasant got there he realized that he had no way to transport the bust, and it was too heavy and awkward to carry. So he took off his belt, made a noose with it, slung it around Stalin’s neck and threw it over his shoulder, before going on his merry way. According to Solzhenitsyn, it was essentially an open-and-shut case. If memory serves, the peasant got twenty years for terrorism.
Why doesnt his sister take care of her mentally ill and homeless brother? It is dangerous for him to be wandering the streets.
As for the officers, surely they get the Cluelessness Award for this month.

Most people are not familiar with horse patrol procedures. Clipping a rope to the handcuffs is standard practice as it provides two precautions.
One, prevents the prisoner from sneaking away, running away or falling down, without the officer’s awareness.
Two, allows the officer to concentrate on the area in front of his horse and his immediate surroundings.
Since the prisoner is walking, this is only used when traveling a short distance. Often to move the prisoner out of a dangerous location or to a place where a patrol car can arrive for transporting the prisoner.

So, uh, was the rope around his neck? Were they dragging him behind their horse? Were they heading toward a nearby tree?
If not, what’s the problem?
If that was a white prisoner they would have had a pony for him to ride....
Nobody cares about the victims or the alleged crime I guess.
In this world of hyper sensitivity, the optics of this are unfortunate. We have to remember that police are also govt employees with attendant statistical odds for wise conduct.
