But speculation about mentally ill people being triggered into violence is not wholly irrational. During the 2016 campaign Project Veritas obtained undercover video of a Clinton campaign operative describing how they had mentally ill people available to cause trouble at political events.
Some types of seemingly irrational violence are driven by planning, influence, and controlling organizations, even if the links are not always obvious or direct. Wouldn't you consider most acts of terrorism claimed by ISIS to be caused or controlled by them?
Historically, employees, agents, or informants working with the US government sometimes appear close to perpetrators of terrorist violence. It may well be that they are just unsuccessful investigators, but in some instances outside observers have suspected that the involvement of the folks related to governments may have had something to do with the violence itself. Certainly this has been true in foreign nations, and there are some not irrational claims that it has happened here too.
