[I’d be more concerned about a couple of thousand small drones carrying grenades hitting the petroleum infrastructure myself. Or the water facilities, or electrical grid, or the sewer plants, or...No way you could knock all of them down.

There’s a reason cluster bombs are generally used against troop concentrations rather than infrastructure. To inflict costly and hard to repair damage, you need a big warhead.
