It is not the weight of a shredder that is important, but how fine it shreds the paper. The best ones result in paper residue finer than any confetti one can buy. And also too small for any number of Iranian students to try to reassemble into useful documents.

I am sure the FBI has a computer program that could scan thousands of shredded pieces and reassemble them back into the original form.

The weight implies durability because he needs to shred everything as quickly as he can. Those Staples shredders would not be up to par for the thousands of documents he wants to get at.
