title for a news story some
time ago that still makes
me chuckle once in a while.

I’ve seen “shot dead” used in this manner several times before in Daily Mail headlines (”shot dead bear in the backyard,” “shot dead fleeing robber”) and my impression is that it is a British usage.
I think the guy does have an IQ of 68 or at least the mind of a 5 year old to suggest that 2 weeks a year was sufficient punishment. He’ll be out on parole in about 4 years if he behaves himself.
