If anything it would be a case study of how a businessman operates, making gains in the fat years while taking losses in the lean ones. It’s an ex post facto law, inapplicable to returns filed in reliance on prior promises of confidentiality. Thus, it violates due process clause of the 14th, and through it the 4th Amendment forbidding unreasonable searches and seizures.
