If it’s only Trump’s tax returns, yes. But if it’s all tax returns, it would still be unconstitutional.

No, it is not a bill of attainder because it does not mention a specific person. However, I still believe that it is unconstitutional since the various congressional committees mentioned in this law have no jurisdiction whatsoever over state tax returns.
