They need to get a Temporary Restraining Order against this guy on the grounds that he is stalking teenage girls.
And if he harasses them again, a good blast of tear gas or a small taser should raise the hair on his balls. Then a good foot to the groin just to make their point, “Stay away from young girls your predator”.
