In the past it was quite an occasional moment when important drug dealers were outed. It was also quite common to have the goods on politicians in Brazil, Paraguay, Bolivia, Colombia, Mexico, the Caribbean islands, etc., etc., etc., and never give them away. I always wondered why that was. To my knowledge at least one President, numerous members of presidential families, numerous cabinet ministers including Ministers of Interior, were never outed. The usual answer given was that the intel agencies would eventually turn the individual and he or she would serve as informant. That was, of course, b.s. The DEA didn’t like to out politicos because it made their work more difficult abroad. In sum, the DEA was at heart a collection agency. If half the material gathered and stored at the El Paso Intelligence Center ever came to light the public would have a right to wonder what we spent all that anti-drug money on.
