That list included Margaret Thatcher, he said

I'm not sure whether Joe has dementia proper or is just rusty due to lack of use. If he really has early onset dementia, I would think his wife and family would step in to prevent the inevitable train wreck.
Joe has always been a bit of an idiot so dementia might be hard to tease apart from his regular buffoonery. ;-)
