President Vladimir Putin on Wednesday signed into law a "sovereign internet" bill which will allow Russian authorities to isolate the country's internet, a move decried by rights groups.
Russian lawmakers insist the new law is necessary to ensure the security of Russia's online networks but critics say the vaguely worded bill gives new censorship powers to government monitors.
The text of the law was published Wednesday but it will not come into effect until November.
The measures include creating technology to monitor internet routing and to steer Russian internet traffic away from foreign servers, ostensibly to prevent a foreign country from shutting it down.

A new executive order addresses how the country deals with the Internet during natural disasters and security emergencies, but it also puts a lot of power in the government’s hands.

Don’t think so...
This bill (now law) went through the proper channels, not signed in by executive order.in fact, expect other nations to follow suit.
Ya know, like all these nations getting tougher at patrolling their own borders.
That was the first thing I thought of. No more RU, RU, RU in the hack attempts on my websites? Cool but probably won’t work out that way. Ukraine and of course China are up there too for hack attacks and China’s internet is already walled off. Guess it’s a one way traffic sort of thing.
RUnet is one of the most open Internet segments in the world. There is very little government-sanctioned blocking, and virtually nothing from the outside world is filtered. Occasionally, a particular site may be blocked by a court order (much like here in the US). Lots of people assume the Russian Internet is something like the Chinese one, but, I assure you, it is not.
Forgive me for asking, but on what evidence is your "assurance" based?
I lived in Russia from May 2017 to August 2018, during which time I worked as a software architect under contract to several American companies (as well as in my own startup and on my own Ph.D. work in Computer Science). Im very experienced with using the Russian segments of the Internet, including constructing and managing secure VPNs between RU and the USA.
