The usual claim is that they have to redact stuff to protect “sources and methods” of intelligence gathering.
I think the reality is that most redactions are just to prevent the embarrassment of American politicians who do shameful things.

Why it comes up in the Mueller report I am not sure, regardless that it involved Russian spying, it was over twenty years ago and not relevant to any Russian activities in the run up to the election in November 2016. What is more important than the salacious details of what the Russians heard is why the information enters the Mueller report.
