It’s really getting to the point that the United States should set up diplomatic relations with the intelligence community. You know, government-to-government contact, and we could exchange ambassadors and build embassies.
The intelligence community needs to be Phoenixed.
The entire community needs to be examined and cleaned out. Cut them down to near nothing in size. Then rebuild with personnel who vow to uphold the Constitution and laws of the United States.
Not until we separate the Den of Spies into only the State Department with clearly declared agency personnel; non in cover positions. Even turning the LEGAT Office of the FBI into spys overseas went against the stated purposes of not calling it the FBI Office overseas... and to become spies overseas working with LEGAT shows that State needs to be one a better landlord, and two demand their tenants act as congress intended.
