The only way to stop them is if Its a crime in progress and you fear for your life.

The math on this is interesting. Rounding it down to 700 dollars, someone could steal 700 dollars worth of goods a day and that comes out to about 21,000 dollars a MONTH, or 240,000 dollars a YEAR! If enough people do this, it would bankrupt this entire country!
