Before they start shipping, they need to prepare for the inevitable judicial “review”. Specifically, they must have in place a study with accompanying procedures and performances showing that the only thing they were guided by, before dumping hundreds of thousands of illegal aliens in California, was the best interests of illegal him/her self. Otherwise, they will have no chance of pulling this off at the level they need to. Which means, every single illegal must end up in California, Washington or Oregon.
Hopefully all the prep work can be finished in a day or two and the actual movement of these people can begin immediately thereafter.
