Ironically, it was intended to reduce corruption. Rather than replacing all employees, with cronies of the new boss, after every election, the idea was to create a nonpartisan civil service. It was a great idea, and it worked well, until it didn’t. The deep state is clearly partisan, and corrupted.

I know all about the Confederacy and the states rights and their fight against high tariffs. In using the term in my post they were the only entity to try and over throw the US government and a duly elected president and they went the military route and they came close to doing so.
