Nellie Ohr is the wife of DOJ official Bruce Ohr. Mrs. Ohr was hired by Glenn Simpson (Fusion GPS) to conduct opposition research of Donald Trump in late 2015. Nellie Ohr’s work was used by Christopher Steele in assembling a Dossier then shared with the DOJ and FBI to target President Trump. Nellie Ohr sought out Glenn Simpson for the job in 2015, not vice-versa. Fusion GPS and the dossier were part of a sting operation from within the CIA (John Brennan) that was already underway and had been long planned.
This set-up and design would align with what we already know about the CIA using foreign intelligence assets (Five Eyes etc.) overseas to run against Trump campaign people to dirty them up and give the impression needed to initiate the FBI counterintelligence operation known as “Operation Crossfire Hurricane” in July 2016.
If Nellie Ohr approached Glenn Simpson, and was part of a process of using that cover to plan the corrupt CIA dossier for Christopher Steele, then it makes sense Nellie Ohr’s communications with government officials, and the usurping intelligence community, would be a risk; a very serious risk.
This would necessitate some very unusual communication safeguards.
The Ham radio license corresponds to the timeline when the Clinton campaign officially hired Fusion-GPS as for the Trump “Dossier” research.
And it is immediately after when NSA Director Mike Rogers discovered FISA abuse, and shut down contractor access to the NSA database.
And that explains quite directly why John Brennan has put himself front and center, with all the extreme risks attendant in doing so. He’s been campaigning for his life, to stay out of the electric chair.

What Rogers reportedly found was Fusion GPS people - uncleared civilians - typing away happily at workstations connected to the highly classified NSA databases for purposes of opposition research. How did they get there? Did DOJ director Bruce Ohr call on behalf of his wife, a Fusion GPS employee, to tell them it was OK? The NSA conducted an internal investigation of this, including what was searched for and what that team may have taken away, so presumably they can answer those questions.

I think we will learn that Steele had little to do with the dossier other than allowing his name to be attached to it, in order to make it appear to be an actual intelligence product.
Nellie Ohr and Glenn Simpson should turn out to be the actual authors.
We still haven’t learned whether or not there was a mole inside the Trump campaign collaborating with the dossier plotters. If so it could be someone who was dirtied up on purpose by contact with a “Russian”.
Prison is all that any of the coup plotters could be getting.
And it wasn't long after Rogers' visit to Trump that things moved to Mar A Lago and Trumps tweet about being "wiretapped".

The FBI or the DOJ allowed some “Contractors” to have access to that NSA material. That activity is what Admiral Rogers’ NSA people spotted, and which he shut down.
We have never learned who these “contractors” were. It has been rumored that they were from CrowdStrike. CrowdStrike are said to be ex-FBI, and it is the same group that examined the “hacked” DNC server.

The NSA conducted an internal investigation of this, including what was searched for and what that team may have taken away, so presumably they can answer those questions.At least on paper, the heads of CIA, NSA, FBI, DOJ, etc, ALL work for the POTUS, and could clear up this entire mess in a short meeting. This makes it quite obvious that these people do NOT truly serve the POTUS, but someone else. The question is, who?

But the law doesn’t. Unless their own incriminating words can be produced it’s even going to be hard to charge them. It’s one reason why they were using the intelligence agencies to do their dirty work.
That’s a distinct possibility.
