Impossible bill to enforce. The reporting of the testicles releasing “sperm” would require near constant reporting.
Why? Because the testicles release immature sperm cells to the epididymis (early tubules located there), and they mature to finally be stored as “mature” swimming cells in the Cauda Epididymis that empties, as needed into the vas deferens (the muscular convoluted tube that pumps... pumps the mature sperm past seminal vesicles (adding fluid that keeps them alive... uh, elsewhere) and out of the body.
Reporting the testicles doing this—would be...impossible. They don’t do this. And this explains why idiot liberals think they do— they know literally nothing about the process. When the “sensation” is the goal these children focus on that action, not the biological reality. Just like they deny their own biology. Stupid people.
