In order to make concrete co2 has to be baked out of one of the main ingredients. Up to 20% of man made CO2 comes from this. It's not something you'd figure a brain dead fool like Cortez would know so somebody who actually knows a bit of Chemistry must be advising her. Of course plants LOVE CO2 and have become so efficient at plucking it from the atmosphere that the vapor pressure from CO2 on Mars from CO2 is actually higher and Mars has very little of an atmosphere left!
