Yesterday was the first time in a while I have listened to Rush. This was the first time I actually felt like even Limbaugh was beyond concerned with the liberal democrats.
Many of his listeners have been concerned for ...years. But yesterday with his near admission that the left is going to go from soft coup to all out violence...did anyone really catch his tone of concern?
I really don’t think we’re going to even make it to the 2020 election cycle. This summer is going to get very warm and things will get ‘hot’ before the New Year.

Its true that to make cement you bake the carbon dioxide out of calcium carbonate. That adds carbon dioxide to the Air. However, that's only half the story. When the cement sets, it draws carbon dioxide out of the air, forming calcium carbonate again. Net contribution of carbon dioxide to the air is zero.

Would not only the top layer draw any carbon? Just like a pan is protected from further oxidation by a thin oxide layer that forms?

I can only say that whenever I've poured cement, it sets from top to bottom. Calcium carbonate all the way down.
