Trump border wall could bypass competitive bids under emergency declaration, experts say

... President Trump’s declaration of a national emergency to fund the construction of a border wall could open the possibility of circumventing a competitive bidding process to award a multibillion-dollarcontract to a favored company, some government contracting experts warned Friday.

The most extreme scenario, contracting experts say, is one in which Trump flexes his presidential powers, channels his background as a real estate mogul, and selects a winner as if hosting “The Apprentice.”

“The president does have the prerogative to circumvent all of the competitive requirements by claiming a national emergency,” said D. Kent Goodger, a retired federal contracting officer. “He can go right to a favored source to build a fence.” ...

Hey! Donors pay a lot of money to get “competitive” bids rigged to their favor!
Seems to me Congresses RINOs and Dems should offer “Trump rebates” to their donors...

I believe five companies were already awarded contracts and built their first sample prototypes. They have a unit cost price and each, one or all can be awarded different sections without any real delay.

They would mobilize in various sites in about ten to thirty days and initial preparatory work could then begin. Utility prep, site prep, grading, soils borings and the like can be underway at once.

I still think they should conscript illegals for the labor.

Give them 3 squares and a cot. 8 hours a day 6 days a week. On Sunday give them a choice of attending a serve conducted by a Baptist Minister or Catholic Priest. Pay them $800 a month. When the wall is finished give them a bus or plane ticket back to their village.

Any little kids that are detained with “Parents”should be adopted out.

And since they are getting paid anyway let them have the entire job. No labor costs means you can build more wall! And with each service having construction personnel spread multiple crews out and make a competition out of it. Plus having the military do the job lends credence to his contention that this is also a national security issue.

...My bet is he will build it for a fraction of the cost...
And complete it earlier than estimated.

He would more likely be able do that with a number of smaller contractors. Hopefully, the contractors would largely be from the border states; not sure there is a way to structure federal contracts to be awarded on a state basis to contractors of that state. (But there is always a work-around.)

Trump will stick with the contractors
who have already submitted successful
bids. In the interest of time and
logistics, To change now would slow
the existing process considerably.
The cheapest would be to have the
military build it, as hourly wages
wouldn’t come into play. But Trump
is focused on revitalizing American
enterprises. It makes him look good
putting American companies first.
