This is probably a set up for a merit based immigration system which the Democrats will reject. Then POTUS can easily rebut the “nativist” smear with statements like this. I will be very unhappy if this rhetoric is a precursor to more job stealing low skill H-1Bs.
That is a relatively easy fix...no welfare for non-citizens, citizenship limited to the assimilated (meaning working, behaving and prospering) after a set number of years, maybe 15 or 20. IOW, the kind of folks who would not normally vote RAT.
