I’ve seen public opinion polls of the Bay Area, where housing costs are extreme, that about 1/3 of people have thought of moving out, because of housing, traffic, and other concerns.
If 1/3 of people actually picked up and moved from the Bay Area, or any locale for that matter, housing costs would drop in such an area.
Supply and demand is what drives housing costs. There are other factors such as restrictive zoning, but even that ties in with supply and demand, by restricting the supply side of the supply/demand equation.

I agree. Do you know whether California cities can have “home rule” and if so is Huntington Beach such a city? If that is the case I believe the city can tell the state to stick it.
