Pretty much standard LEO operational behavior today. The theory is it intimidates people so they won't resist. A number of times the opposite has happened and a battle ensues. In southish Florida I would be very loath to open my door in the middle of the night to people calling themselves ‘police’ or ‘FBI’. There have been many home invasion robberies there using that MO.
