I take it if the plane is traveling at Mach 0.8, the air stream over the curvature of the wing could approach Mach 1 or even a little higher.

Because airflow everywhere over the aircraft (or the bullet for that matter) does not go from subsonic to supersonic (or the reverse) simultaneously. There's always a transitional range where part of the airflow is subsonic and part is sonic or supersonic. Because it's a transitional range, it's called transonic.
The aircraft enters the transonic region once it has reached the critical Mach number, which is usually around 0.8 Mach. It remains in the transonic region until airflow everywhere in the aircraft has reached supersonic speed, which happens somewhere about 1.2 - 1.3 Mach.
