WASHINGTON—President Trump isn’t expected to declare a national emergency at the southern border when he addresses the nation Tuesday night about his request for funding for his long-promised wall along the U.S.-Mexico boundary, according to a person who has reviewed drafts of the speech.
The president’s speech didn’t include any declaration of a national emergency, according to the person. Instead, the speech seeks to explain the president’s rationale for why he viewed the situation at the border as a crisis. Mr. Trump has said he wouldn’t sign any bill ending the partial government shutdown, which is now in its third week, that doesn’t allocate money for hundreds of miles of a border wall.
The president, according to the draft, will make his case by noting the movement of illegal drugs across the southern border and by sharing stories of human trafficking across the U.S.-Mexico line. A White House spokeswoman declined to comment.

I don’t think he would declare an emergency, then visit the border. If he is going to declare, it will be after the visit IMHO.

STUPID. Even National Review NeverTrumper John Fund admitted that Trump has the absolute legal right to declare an emergency and have unused Pentagon funds build it. Making this a never-ending electoral arm-wrestle might help 2020, but not if he is impeached. Building a wall NOW will help save this nation, which is what we elected him to do. Add a true entry-exit visa system and mandatory eVerify, and illegal immigration essential ends in the U.S.A.
Or they’ll want amnesty.
