The Church is the enabler. In every abusive situation, there is usually an enabler, that does not necessarily condone the actions of the abuser, but allows it to occur, either by ignoring it helping to facilitate it.
The Catholic Church bears more guilt than that. Y covering up the crimes and reassigning the perpetrators to fresh churches they actively participate in the abuse. They are it merely enablers
