Government's only legitimate role is to act against violations of rights - and not even all "hurts" qualify, still less all "impacts".

Yes. I get that. However, the point you are making is the one the planners would use to control ever aspect of every person’s life.
We are in a constant struggle to find the “right” middle ground.
