A true libertarian... do whatever you want as long as it doesn’t hurt anyone else. The problem — it never does. Their actions always impact others directly and indirectly.

Move those goal posts - from "hurt" to "impact."

Government's only legitimate role is to act against violations of rights - and not even all "hurts" qualify, still less all "impacts".

Exactly. We don’t penalize for what someone might do.

Impact can mean hurt. Impact might mean inconvenience too like putting in a dispensary close to a residential area. And yes the type of person smoking pot is different than alchohol.
