Based on her statements if she's not outright stupid, then extremely ignorant. As far as people being elected to Congress not being stupid, have you ever seen the youtube video of Hank Johnson questioning the Admiral and being concerned that Guam could tip over with so many more servicemen relocating there? If not, here's the link and you tell me that there aren't stupid people elected to Congress.
