I've said for years that we should stop ALL foreign aid to EVERYONE immediately, then restore it on a case-by-case basis only when it provides a clear benefit to the United States.

Well and truly said. I see no effective way to get rid of the pimps and prostitutes until there is a third party that has the ability to draw enough disaffected voters away from the other parties to render them essentially powerless. Term limits however might also help to root out the greedy little SOBs.
