It’s worse than that.
It’s not per text.
Everybody gets the tax.
Doesn’t matter if you text or not.
Now I’m being taxed for something I MIGHT do.

Just the other day I was thinking that California doesn’t have enough taxes.

I like that they try the new taxes first. I don't like that in time, we all end up with every ridiculous tax they conceive...

No. The part where it says millenials won’t be taxed.

Let's tax the speech of regulators.

That ought to be a revenue generator!

And if not, its well worth the price!

When the last family is loading up & ready to leave the state....I wonder if they will have caught on by then?

You can check out, but you can never leave.

I bet California gets a wall at the Oregon, Nevada and Arizona borders before we get a wall at the Mexican border.

Communists love walls to keep people in.

California is a state of scenery and obscenery.

The natural scenery is wonderful, and the politics and culture are horribly obscene.

Just the other day I was thinking that California doesn’t have enough taxes.

So was the legislature and Gov. Moonbeam.

But they do think that every day...

Also, see the part where the tax might be retroactive for five years. Nothing quite like a ex post facto law.

Too bad there is legal precedent for this.

Ex post facto taxes were imposed during the Nixon era, not a peep from the republicans...

“just skip to the brass tacks and put a surcharge/tax on breathing”

They already did that. Taxing CO2.

When I was driving long haul I traveled all over California. Beautiful real estate, wonderful weather. From beaches to mountains to agricultural land to desert California has it all.
Unfortunately the majority of the people are bat shat crazy, low info sheep.
The people there are like the frog in the pot of water that is slowly being heated to a boil. Most don’t notice the erosion and rot because it’s been a slow continuous process.

Yeah, isn’t that the purpose? Just tell them it’s for a good cause; like fighting climate change.

"State regulators [???] say surcharge on text messaging would help fund programs"

The California constitution needs to be rewritten for clarity imo.

Concerning California taxation:

Unlike federal Constitution which clearly gives power to originate appropriations bills (1.7.1) to popularly elected House of Representatives members, I have yet to find clear language in California constitution that likewise gives such power uniquely to lawmakers elected by ordinary voters, correction welcome.

"Article I, Section 7, Clause 1: All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills."

So is California a taxation without representation state?

Regarding proposed text tax, it may violate 1st Amendment applied to states via 14th Amendment (14A).

From the 14th Amendment:

H O W E V E R …

Patriots must first elect a Congress that is willing to exercise its 14A power to protect constitutionally enumerated rights from abridgment by the states.

Also, off topic, patriots are encouraged to watch Dan Borgino’s excellent 37 min video (associated book). The video helps to flesh out the alleged Mueller conspiracy against Pres. Trump.

How about an excise tax on every breath taken by a California state legislator?

“But they add that under the regulators’ proposal the charge could be applied retroactively for five years — which they call “an alarming precedent” — and could amount to a bill of more than $220 million for California consumers.”

Where are our yellow jackets?
