NY State Legislators need to surrender their social media history first, along with their tax returns, and college diaries/high school calendars.
Turning over your password would work for social media like Facebook, Twitter, and Instagram, where you can log into the account from anywhere. But you need the physical device to examine browser search engine histories, which are only stored on the local device's hard drive or solid state memory.
Here is the language proposed by State Senator Kevin Parker: (all caps are the changes to the law, and are part of the pdf. I'm not going to retype it just to get rid of the caps, so live with it. Bold emphasis is mine.)
"IN ORDER TO ASCERTAIN WHETHER ANY SOCIAL MEDIA ACCOUNT OR SEARCH ENGINE HISTORY OF AN APPLICANT PRESENTS ANY GOOD CAUSE FOR THE DENIAL OF A LICENSE, THE INVESTIGATING OFFICER SHALL, AFTER OBTAINING THE APPLICANT'S CONSENT PURSUANT TO SUBDIVISION THREE OF THIS SECTION, AND OBTAINING ANY LOG-IN NAME, PASSWORD OR OTHER MEANS FOR ACCESSING A PERSONAL ACCOUNT, SERVICE, OR ELECTRONIC COMMUNICATIONS DEVICE NECESSARY TO REVIEW SUCH APPLICANT'S SOCIAL MEDIA ACCOUNTS AND SEARCH ENGINE HISTORY, REVIEW AN APPLICANT'S SOCIAL MEDIA ACCOUNTS FOR THE PREVIOUS THREE YEARS AND SEARCH ENGINE HISTORY FOR THE PREVIOUS YEAR AND INVESTIGATE AN APPLICANT'S POSTS OR SEARCHES RELATED TO (I) COMMONLY KNOWN PROFANE SLURS OR BIASED LANGUAGE USED TO DESCRIBE THE RACE, COLOR, NATIONAL ORIGIN, ANCESTRY, GENDER, RELIGION, RELIGIOUS PRACTICE, AGE, DISABILITY OR SEXUAL ORIENTATION OF A PERSON; (II) THREATENING THE HEALTH OR SAFETY OF ANOTHER PERSON; (III) AN ACT OF TERRORISM; OR (IV) ANY OTHER ISSUE DEEMED NECESSARY BY THE INVESTIGATING OFFICER. FOR THE PURPOSES OF THIS SUBDIVISION, "SOCIAL MEDIA ACCOUNTS" SHALL ONLY INCLUDE FACEBOOK, SNAPCHAT, TWITTER AND INSTAGRAM, AND "SEARCH ENGINE" SHALL ONLY INCLUDE GOOGLE, YAHOO AND BING."
So are you going to be required to surrender physical custody of your desktop computer, laptop computer, and smart phone to the investigator until s/he completes the required searches in the browser history?
This stupid State Senator probably hears reports after a nutjob is caught or kills themselves after a mass shooting, that the FBI found disturbing information in their search history of seized computers. This wacko of a State Senator must think that it's just as easy to look at someone browser search engine history as it is to look at their Twitter feed.

Perhaps- but i believe the SC stated that NY’s SC rule would stand- so yeah- it may be squat- but they got their unconstitutional law through- and apparently the people are not able to do anything about it-
I did have one, many years ago, but it was among the cargo never recovered from that horrible boating accident.
Come to think of it, I don't think I even know anyone who owns a computer.
