Do no reach conclusions... Unfortunately, they do now. They will gather and fabricate evidence to incriminate a person while ignoring evidence that would acquit them. Imagine if it were so easy for the Senate to ask the FBI to investigate, and 3 days later have a report that said they found no evidence of a crime...
Today, it would be a 6 month investigation, and they would come back with some totally unrelated and fabricated charge.

Biden in 1991: The FBI 'Do Not Reach Conclusions' When Investigating Sexual Misconduct...exactly right - the FBI spots possible areas of difficulty for those investigated and "serve up" the information to the relevant committee to do their own investigations and form their own conclusions - the Republicans went ahead and did their investigating on Kavanaugh, getting letters from those who were supposedly at the party with him - the 'rats have spent their time whining, threatening, and sermonizing instead....
