Agreed, but we do not know ANYTHING else about this situation. Since no one specifically monitors active HAM frequencies it’s impossible to say either way.
Nobody monitors most ANY frequency. Everything I said is true regardless of whether the radio is used on ham bands or not. In fact most ham radios are easily modified with instructions found online to transmit outside the ham bands where the chances of detection are even slimmer.
That said, there are much easier ways to communicate in an untraceable way, but I think my point has been made.
