Nobody monitors most ANY frequency. Everything I said is true regardless of whether the radio is used on ham bands or not. In fact most ham radios are easily modified with instructions found online to transmit outside the ham bands where the chances of detection are even slimmer.
That said, there are much easier ways to communicate in an untraceable way, but I think my point has been made.
Yes...and I would be one of those guys who knows exactly how to modify the freqs, modulation indexes, etc. My point is...there are a lot of “known unknowns” about this situation, and using common sense as a guideline is not going cover it adequately!
